en 1996 par la Commission Européenne, le programme INTERREG
II poursuit deux objectifs principaux : favoriser le développement
des zones transfrontalières par une approche concertée
et encourager la création et le renforcement de réseaux
et de liens de coopération. Il prend toute son originalité en rapprochant des zones géographiques divisées par la mer : le comté d’East Sussex en Angleterre, les dépar-tements de la Seine-Maritime et de la Somme en France. Au centre, la Manche ne doit plus être considérée comme un obstacle mais comme un “outil de communication et de rapprochement”, en particulier pour les entreprises de l’espace Rives-Manche et, dans une plus large mesure, de Haute-Normandie, de Picardie et du Sud-Est de l’Angleterre. |
Adopted in 1996 by the European Commission, the INTERREG II programme has two main objectives: to stimulate the development of cross-border areas through common action; and to encourage the creation and strengthening of networks and cooperative relationships.One of its dis-tinctive features is the bringing together of areas separated by the sea : the county of East Sussex in England and the departments of Seine Maritime and Somme in France. Lying between them, the Channel should be considered less as an obstacle and more as a zone of communi-cation across which there are closer relationships especially for the firms of Rives-Manche and more generally of Upper Normandy, Picardy and South-East England. | |
| Entreprises et décideurs méconnaissent le tissu économique voisin. C’est pourquoi la CCI de Rouen, la CRCI de Picardie et l’Université du Sussex ont uni leurs efforts pour mettre en place un Observatoire Economique. Cet instrument s’adresse aux acteurs économiques de cette “Euro-Région” et se propose de fournir des informations favorisant le rapprochement et le partenariat entre les entreprises, au moyen de ce bulletin, d’un rapport annuel, d’études thématiques et de pages accessibles via internet. | Firms and decision-makers do not have a good knowledge of the economic characteristics of their neighbours. It is for this reason that the Rouen CCI, the Picardy CRCI and the University of Sussex came together to set up an Economic Observatory. The Observatory serves economic actors in this Euro-region and intends to provide economic intelligence to encourage closer relationships and partnerships between firms through this bulletin, an annual report, thematic studies and World Wide Web pages. | |
